Having a bike lane is public health for a few reasons.  The first is that it encourages people to get outside and exercise.  The second is it gives people an alternative to driving everywhere.  This is good for environmental health.  And the third reason a bike lane is public health because it gives cyclists a place they can safely bike, off of the road.
