While dumpsters smell, and are a breading ground for bacteria; to me they are public health because otherwise that garbage and bacteria would be all over. Garbage Collectors and dumpsters like these consolidate trash and take it away. I've been to a third world country and I've seen what happens if garbage isn't collected; not only is it all over the streets and an eye sore, but kids play in it and it's a health hazard.
